In 1796 an Act was passed for the repair of the Military Road, beginning at the Courthouse in Waterford City and leading to Tallow, through Kilmacthomas, Cappoquin and Lismore to Cork. This Act established a Turnpike Board. The Turnpike Board entered into contracts for the repair and building of the road and established gates or turnpikes along the route at which those using the road had to pay a fee or toll.
